Mobile-first
Also called: Mobile-first indexing, Responsive design
Mobile-first means a site is designed for the phone screen before the desktop, because most home service searches happen on a phone and Google indexes the mobile version of every page.
In practice
A homeowner with a leaking pipe is standing in the kitchen with a phone. The page has to show the service, the area and a call button in the first screen, with text large enough to read and buttons large enough to tap.
Google only sees the mobile version, so content hidden on phones to tidy the layout is content Google does not count.
